Proposed Solutions

After conducting a thorough inventory of the installations and work completed prior to its arrival on site, CIMA International assembled its team, which promptly took control of the project. They established all necessary tools and mechanisms for daily monitoring of the work done.

CIMA International’s Added Value to the Project

CIMA International conducted an initial appraisal of the work performed before taking over the project. This appraisal allowed for the timely correction of certain non-conformities and enabled the continuation of the work at an accelerated pace, considering the tight deadline for the OAU summit in July 2019.

Key Obstacles met and Implemented Solutions

The primary challenge was meeting the tight deadline for the completion of the new terminal building and the presidential pavilion. To address this, CIMA International increased the number of teams and workstations, ensuring compliance with international airport safety standards (ICAO), quality requirements, and industry regulations.

The infrastructures to be developed under this PPP contract are the following:

  • Construction and equipping of the new terminal
  • Construction and equipping of the new presidential pavilion with its access road from RN1 and a parking area for at least two aircraft
  • Expansion and reinforcement of the aircraft movement and parking area (for at least 10 aircraft)
  • Construction of a new taxiway adjacent to the runway

Project components

Construction Work on the Building Site:

  • Construction of a new terminal building
  • Construction of a new presidential pavilion
  • Construction of a new Cargo Building
  • Construction of a new entrance building (Gatehouse)
  • Construction of a new Utility Building
  • Construction of an Eastern Substation
  • Construction of a Western Substation
  • Construction of a wastewater treatment plant
  • Roads and Utility Services/External Works for the new airport terminal and presidential pavilion

Excavation and Roadworks:

  • Construction of a parking lot and dedicated access road from RN1 (Niamey-Dosso Road) for the presidential pavilion.
  • Construction of a parking area at the presidential pavilion for two aircraft, including a Boeing 747-400 (the critical aircraft at Niamey airport) and a medium-sized 737-700.
  • Development and automation of airport access roads as well as a parking lot.
  • Renovation of airfield carriageways and upgrading of the existing roadways;
  • Expansion of the parking area to accommodate at least ten new wide-body aircraft and construction of taxiways.
  • Extension of the runway by 800 metres to allow safe takeoff and landing for the critical aircraft (Boeing 747-400).
  • Construction of a parallel taxiway to connect the newly completed areas.
  • Installation of IT network infrastructure and construction of data centres.
